Use the Council account you are authorised to access. Credentials are encrypted for unattended checks, never sent to Clerk. MFA, CAPTCHA or account verification must be resolved with Council; they are not bypassed.
Saving encrypts your credentials and queues verification; it does not verify them immediately. When Council checks are paused, you can still save or update credentials, but verification waits until the operator enables checks. Disconnect removes saved credentials and sessions. Connection problems appear here, not in customer outage emails.
